Sustainability Legislation in Flux: Implementation Is Drawing Near

In March as well, the sustainability agenda in Europe and the Netherlands remained in full swing. Despite the silence surrounding the Green Claims Directive, enforcement of sustainability claims remains as relevant as ever, while the CSRD and CSDDD Omnibus have been officially adopted, bringing simplification and a narrower scope. At the same time, the binding climate target of a 90% reduction in emissions by 2040 has set the long-term course for European climate policy. Furthermore, with the publication of interpretive frameworks for the PPWR, the focus is shifting toward concrete preparations for new packaging regulations.

In the Netherlands, too, the new cabinet is setting clear priorities. Grid congestion has been identified as a key factor determining the pace of the transition to sustainability, with measures aimed at improving the utilization and expansion of grid capacity. In addition, the Critical Entities Resilience Act (WWKE) requires certain critical organizations to explicitly include climate risks in their risk analyses. Financial incentives, such as the truck toll set to take effect in 2026, further encourage cleaner and more efficient choices.
