About the client
As a municipality, it is our responsibility to maintain public spaces, including caring for green spaces, picking up litter, cleaning roads, and ensuring the safety of playground equipment. The City of Tilburg carries out area management in collaboration with three GOC partners: GroenXtra, Dobro, and Vebego Groen.
About the project
Circularity, a topic that is becoming increasingly important, involves the reuse of raw materials and the minimization of waste. This helps reduce pressure on natural resources and contributes to a sustainable and future-proof economy and society. The City of Tilburg, GroenXtra, Dobro, and Vebego Groen asked 2BHonest to assist in developing a Public Space Circularity Index (CIOR) based on three pillars: “Circular Procurement,” “Circular Management,” and “Circular Processing.” In addition, they wanted to establish a baseline for circular processing and develop an action plan to improve the score for circular processing.
Work
To support the City of Tilburg and GOC partners in this effort, we followed these steps. We identified subcategories for the three pillars and developed circular definitions for each subcategory. We then developed a measurement methodology to determine the circularity score for each pillar. We established a baseline for circular processing and developed an action plan to improve the score for circular processing.

Result
Thanks to these efforts, the City of Tilburg now has a clearly defined circularity index for public spaces. The established baseline and the action plan provide direction for further improvements in circular processing, enabling the city to strengthen its contribution to a sustainable and circular economy.
Over the past year, we’ve made significant strides toward putting circularity into practice through the Circularity Index. The joint working sessions, weekly updates, and “homework assignments” ensured that it truly became a collaborative effort. We’re very pleased with the great progress we’ve made and look forward to continuing our collaboration!
